      Your lawyer is preparing a case disputing a Federal Communications Commission decision.  He instructs you to find the statute creating the FCC in the US Codes.  Then he wants you to find the rules in the Code of Federal Regulations (CFR).

He tells you to do the following:

    1. Write an outline of the FCC statute with detailed specifics
    2. Write a general outline of the FCC in the CFR; he can decide which sections he may want researched at a later date
