Walt was a boy scout troop leader.  One summer weekend, Walt took the boys camping.  Unfortunately, it was a very dry season and Walt was apparently unaware of a ban on campfires in the national forest campground which the troop was using.  On Sunday, a huge fire began in the general area where the troop had camped.  Rudy the Ranger asked some of the boys whether anyone had lit a campfire, and Billy said, "Troop Leader Walt started several campfires.  How else could we have heated up the brandy?"  Walt has been charged with violating laws regarding lighting campfires under dangerous conditions.  Billy can't be found. The prosecution wants Rudy the Ranger to testify as to Billy's statement.  Is it hearsay?
